You can create an account for them on CALIHEAPApply.com using a valid email address. Please note that this email address is where all account and application notifications will be sent. So, it must be easily accessible to your client.
Once an account has been created, you can start and submit an application on behalf of your client. Please make sure that the application includes only your client's information and documents, and not yours.
